Hard not to be cynical
Well, I guess this really isn't surprising. These things do seem to only happen after a bad election for the GOP or a scandal.

Well - there's also the issue that the US didn't want to be seen as screwing up again. To KNOW that an attack is coming and to not squash it because you want more? That's playing with fire. That's like the greedy guy on Wall Street who knows he should sell at 50, but thinks he can get to 60...then gets bit in the ass when it drops to 20. Better to be safe for my money.
except, W has no credibility on that anymore. much like WADA, they've used this kind of thing to distract from bad news so many times before that few people still give Team W the benefit of the doubt.
